Synopsis:  St. Louis’s built environment bears the imprint of decades of disinvestment. Vacancy is not randomly distributed; it is concentrated in neighborhoods that have experienced sustained economic and population loss. The consequences are visible in deteriorating historic structures, destabilized blocks, and diminished neighborhood confidence. Yet vacancy is not only a physical condition—it is a legal and structural one.

This lecture will examine the legal framework that governs vacant and nuisance property in Missouri and explore why traditional public enforcement tools—while essential—often fall short of achieving timely stabilization and rehabilitation. It will provide an overview of the statutory mechanisms available to address chronic abandonment, including receivership, and explain how place-based nonprofit organizations can use these tools to intervene where public systems lack capacity.

Drawing on recent projects in St. Louis, including collaborative efforts with preservation partners, the presentation will illustrate how legal action can function as a preservation strategy—returning historically significant buildings to productive use while stabilizing surrounding neighborhoods. The session will conclude with a discussion of how civic and preservation organizations can support these efforts, whether by serving as receivers in appropriate cases or by helping to identify and organize qualified partners to step into that role.

Bio:  Peter Hoffman founded the Neighborhood Advocacy Program at Legal Services of Eastern Missouri in 2018 to confront one of the most persistent drivers of neighborhood instability: vacant and abandoned property. As Founder and Managing Attorney, he leads innovative legal strategies that hold property owners accountable and empower communities working toward revitalization.

Previously, Peter helped launch and directed Legal Aid of Western Missouri’s “Adopt-a-Neighborhood” program in Kansas City, building partnerships between neighborhood leaders and pro bono attorneys. His career has centered on harnessing the law to advance neighborhood stabilization and community equity.
