The first two public schools in St. Louis were built in 1837 from plans drawn by Elihu Shepard. Each cost $2,000. One was located at the southwest corner of 4th and Spruce; the other stood at the northeast corner of Cherry and Broadway. A third more elaborate three-story school named Benton opened in 1840 on the northwest corner of 9th and Locust.

High School, 15th and Olive Streets
Population in St. Louis stood at less that 16,500 in 1840; by 1850, it had reached 77,860. Although six more elementary schools were built during that decade, high school classes were first held as part of the Benton School program in 1853. In 1854, the School Board offered a $150 prize for the best plan for a high school building. Seven plans were submitted; the prize and contract were awarded to architect William Rumbold. Dedication of the new Gothic Revival building at 15th and Olive in 1856 was a major public event. The $50,000, twelve room, 400 seat school was described as “an ornament to the city, a monument to its liberality, and a perfect adaptation to the purposes for which it is designed.” One year later, the capacity of the all public schools totaled only 5,361 seats while St. Louis’ population of almost 130,000 indicated a possible student body between 20,000 and 25,000.
The School Board and its new Superintendent, Ira Divoll, struggled with questions about methods of instruction, discipline problems, classroom design and especially finances. In 1859, residents of the fashionable Compton Hill neighborhood built a school and rented it to the Board. That same year the Board secured a loan at 10% interest from Philadelphia in order to building more schools. After considerable debate, the decision was reached to adopt a model school design, placing classrooms at the buildings’ corners to allow better ventilation and light. Separate interior stairways for boys and girls leading to separate playgrounds were also to be incorporated. “A school organized in this way can be managed with very much less corporal punishment than those with the earlier plan where a school of 500 pupils would have between 100 and 200 cases of corporal punishment in the course of a week.” The first new school built to those spefications was Clay, designed by William Rumbold and completed in 1859. Virtually identical buildings (Washington, Mound and Stoddard Schools) were designed that same year by Barnett & Weber.
By 1860, population had reached 160,773, the number of children enrolled in the public schools had risen to 12,166 and the Board assumed control of the evening schools founded and first supported by trustees of Washington University. The onset of the Civil War, however, prompted the State Legislature to divert schools funds to arms, forcing all city schools to close six weeks early in 1861. In order to open schools again that fall, an increase in tuition for all who could pay was levied by the Board. In 1863, the city school tax was increased.

The end of the War brought a period of prosperity to St. Louis. Public school education was initiated for blacks and new grade schools for whites were constructed. By the time William Torrey Harris became Superintendent in 1868, 27 brick schools were owned by the Board. Another eight buildings were rented. Harris pushed for the gradual assimilation of German language instruction in public schools and stressed the need for rigid discipline as proper training for urban life. A comparison of several extant buildings from his early tenure, Clinton School (1868), Carr Lane (1870), or Des Peres (1873), with a drawing of an 1871 school built in suburban Cote Brilliante suggests that the City’s building program was similar to its pedagogy. Self-effacing, tightly disciplined and very old-fashioned amidst the spirited residential and commercial architecture of the early Victorians, St. Louis city schools were somber indeed.
Although more freedom of expression was evident in school building design by the mid-1870s, the student body doubled in size between 1870 and 1879. “Burdens that should have been distributed over three generations of men have collectively fallen upon one generation. Immigrants have come hither, but they did not bring with them school-houses or lots …” Even though almost half the students left school before the age of ten, the Board faced an enrollment larger than the facilities and a total indebtedness of over half a million dollars. What new schools could be built must be designed for expansion.
In May of 1881, H. William Kirchner (who had worked for George Ingham Barnett before opening his own office) defeated Thomas Furlong and Otto J. Wilhelmi for the one-year appointment as School Board Architect. (Blair School on St. Louis Place, one of his first designs, has been recycled as housing). Kirchner was re-elected the following year but chose not to compete in 1883 when the Board decided to change the term to three years with prohibition against outside work. The salary, however, was sufficiently high to attract a small stampede of local architects. On the 11th vote, Otto J. Wilhelmi was elected from a field narrowed to five candidates. His salary was $3,000; the Superintendent was paid $3,600. Three years later H. William Kirchner re-entered the competition and beat Wilhelmi.

In 1889, the Board abolished the salaried position, deciding instead to hire different architects for specific jobs and pay each 3% for design and 2% for supervision. Architects receiving commissions in 1890 included Charles K. Ramsey, Charles H. W. Brown, Louis Kledus, Alfred Baker and Isaac Taylor, who designed the Board of Education Building that now stands where Benton School once stood. Furlong & Brown received the important commission for a new high school at Grand and Finney but a committee of experts (George Ingham Barnett, Johnson T. Flad and Isaac Taylor) delivered a scathing, unanimous report in early 1892 about shoddy materials and workmanship at that building. Another committee reported a later that year that the Board paid architects over $20,800 in 1892. In early 1893, the Board voted to return to the three-year position with a salary of $5,000. The Superintendent’s pay was $4,500.
August H. Kirchner, H. William’s brother and partner, was elected Architect in March of that year and again in 1896. A new charter passed in 1897 called for the non-partisan election of School Board members and the creation of a new office of Commissioner with an elected term of four years. In June of 1897, William B. Ittner became the first Commissioner of St. Louis Public Schools. By 1910, when he resigned to become consulting Architect to the Board (a position that allowed him to pursue private practice) his Tudor and Georgian Revival St. Louis school buildings were nationally acclaimed for their flexible, functional design and artistic excellence.
Educators turn their eyes to St. Louis for models of school buildings, even as they look this way for patterns of school laws. Visiting architects and casual sightseers alike ask to be shown the famous school structures of St. Louis. All of this fame is due to the genius of one man, William B. Ittner, known all over the world for his designs of this kind. The magazine advertisements show great buildings in other cities, with a note that they were designed by Ittner of St. Louis. A popular writer for a New York weekly is a trifle patronizing in his views of St. Louis as a whole, but he is unable to find words to tell of the beauty and fitness of the Soldan High School, one of Mr. Ittner’s latest triumphs.

In October of 1914, Rockwell M. Milligan was elected Commissioner from a field of nine candidates after five ballots. Milligan, who had trained with Isaac Taylor before establishing a firm known nationally for hospital design, continued the superb design tradition established by Ittner. He died in office in 1929 on the eve of the Great Depression.

St. Louis’ population had reached 821,960 by 1930. Almost 300 teachers were employed to teach 116,202 public school students. Five buildings under construction designed by Milligan would bring the total number of schools to 152 by 1933, the year massive retrenchment programs took effect: Salaries for teachers were reduced 10%; some supervisors were transferred to classroom teaching; other supervisory and administrative positions were abolished. Building construction and all major repairs and alterations were postponed. In 1934, $2 million in bonds were authorized for school buildings yet the Strayer Survey of 1939 condemned many of the 19th century schools still in use. The 1940s brought an influx of population during WWII; the 1950s, desegregation, white flight, and middle-class black migration to St. Louis County.
This year, sixteen demolition permits were reviewed by the Cultural Resource Office of St. Louis (CRO) and presented to the St. Louis Preservation Board. The permits threatened to raze 48 buildings, 25 of which were either contributing resources to local or national historic districts or “merit” and “high-merit” properties within preservation review districts. CRO recommended the Preservation Board to deny 11 of the 16 permits for demolition. However, 64% of CRO’s recommendations were disregarded by the Preservation Board. Thus, 7 out of the 11 permits recommended for denial by CRO were approved by the Preservation Board. A few examples of properties where CRO’s recommendations were overturned by the Preservation Board are 5780 McPherson, 2612-30 Chouteau and two industrial buildings at 5570 Manchester. Typically, the same individuals, including representatives from Landmarks, would testify against demolitions on the preservation board agenda.
A noticeable lull in the review of demolition permits scheduled on the agenda for the Preservation Board occurred during the summer. From June until October, demolition permits were not brought forward to the board. This happened to coincide with the tremendous outcry to save the former Del Taco building at 212 South Grand constructed in 1967 from the designs of Richard Henmi. Because it had been blighted by the Land Clearance and Redevelopment Authority of St. Louis, the contributing resource of the Council Plaza Historic District could be demolished without review by CRO. While Landmarks was working with local, regional and national preservation groups to create a united front against demolition, the preservation-minded public began to mobilize. Mike Batchelor, an IT worker and architecture enthusiast, created the Save St. Louis Del Taco Facebook page the same day the blighting of Del Taco was released to the public. The purpose of Batchelor’s page was to raise awareness of the potential demolition of the building. Expecting to attract only a smattering of people, Batchelor’s Save St. Louis Del Taco page quickly swelled to over 12,000 “likes”. Batchelor’s decision to make the page had a decisive effect on the future of Del Taco and sparked a renewed interest and awareness of preservation in the city of St. Louis.
