Vacancy is not randomly distributed; it is concentrated in neighborhoods that have experienced sustained economic and population loss. The consequences are visible in deteriorating historic structures\, destabilized blocks\, and diminished neighborhood confidence. Yet vacancy is not only a physical condition—it is a legal and structural one. \nThis lecture will examine the legal framework that governs vacant and nuisance property in Missouri and explore why traditional public enforcement tools—while essential—often fall short of achieving timely stabilization and rehabilitation. It will provide an overview of the statutory mechanisms available to address chronic abandonment\, including receivership\, and explain how place-based nonprofit organizations can use these tools to intervene where public systems lack capacity. \nDrawing on recent projects in St. Louis\, including collaborative efforts with preservation partners\, the presentation will illustrate how legal action can function as a preservation strategy—returning historically significant buildings to productive use while stabilizing surrounding neighborhoods. The session will conclude with a discussion of how civic and preservation organizations can support these efforts\, whether by serving as receivers in appropriate cases or by helping to identify and organize qualified partners to step into that role. \nBio:  Peter Hoffman founded the Neighborhood Advocacy Program at Legal Services of Eastern Missouri in 2018 to confront one of the most persistent drivers of neighborhood instability: vacant and abandoned property. As Founder and Managing Attorney\, he leads innovative legal strategies that hold property owners accountable and empower communities working toward revitalization. \nPreviously\, Peter helped launch and directed Legal Aid of Western Missouri’s “Adopt-a-Neighborhood” program in Kansas City\, building partnerships between neighborhood leaders and pro bono attorneys. In this talk\, Amanda Clark\, Public Historian with the Missouri Historical Society\, traces the cycles of reinvention that have defined Laclede’s Landing. Attendees will come away with a deeper understanding of how the neighborhood’s fortunes have shifted over time as well as how its story mirrors the evolving challenges of historic preservation today. \nBio:  Amanda Clark is a public historian with the Missouri Historical Society as well as the manager of the See STL Tours program. Her work includes not only tours but also research\, writing\, and exhibit development. She served as content lead for the Eads Bridge at 150 exhibit\, the Yours Forever exhibit about Forest Park\, and the upcoming Marvel in Motion exhibit about the 1904 World’s Fair Ferris Wheel. Grant National Historic Site \nDate:  May 13th\, Wednesday at 6:00 PM \nLocation:  Landmarks Office\, 1805 S. 9th Street\, Saint Louis\, MO 63104 \nSynopsis:  An exploration of pre-Civil War St. Louis through the daguerreotype photographs of Thomas Easterly that are housed at the Missouri Historical Society. No other photographer in St. Louis captured the city’s built landscape of the 1840s and 1850s quite like Easterly. \nBio:  Nick Sacco is the Historian and Curator at Ulysses S. Grant National Historic Site\, a unit of the National Park Service in South St. Louis County. He has worked at the park for ten years and has also worked temporary assignments at Gateway Arch National Park\, Ste. Genevieve National Historical Park\, and Reconstruction Era National Historical Park. He has had several book chapters and journal articles published\, including an article about Ulysses S. Grant’s relationship with slavery that was published with The Journal of the Civil War Era in 2019. St. Louis nurtured in its civic soul the tension of an upstart and self-made metropolis—filled with the dreams and schemes of the young country expanding ever westward—alongside a great desire to be counted among the centers of wealth\, culture\, and civility. Certainly\, older locales\, like Philadelphia and Boston\, had advantages on this western frontier outpost\, but in the audacity of the size and scope of plans for our own central park\, the spirit of St. Louis was unmatched. \nFrom its signature institutions and events to the 15 million-plus yearly visitors who use Forest Park for solace\, for refuge\, for recreation\, for family time\, for self-expression\, for mental health\, and for connection\, the park offers something for all.
